SpannerChangeStreamPostgresIT has been causing beam_PostCommit_Java_DataflowV1 timing out since it was enabled: https://ci-beam.apache.org/view/PostCommit/job/beam_PostCommit_Java_DataflowV1/ Simply the gradle build rule.
