As part of the release tasks migration, the steps to [build](https://beam.apache.org/contribute/release-guide/#8-build-a-release-candidate) and [publish](https://github.com/apache/beam/blob/master/release/src/main/scripts/publish_docker_images.sh) docker images to DockerHub will be integrated in GitHub Actions. The new workflow builds the images based on a provided Release Candidate Branch and have the option to retag the generated images as image:release_version and image:latest.
