Support gauge metrics in portable mode.
The `getMonitoringInfos()` wraps the worker side metrics into
`MonitoringInfos`, that is later returned to the runner though
`ProcessBundleResponse`.
However, `getMonitoringInfos()` only implemented steps for counter and
distribution metrics, and missed out the gauge. This PR adds the implementation
to support gauge metrics.
