R: @johannaojeling I have a few more PRs for you if you continue to be interested! It's a holiday long weekend in the US, so I'm unlikely to be able to use my usual reviewers before Tuesday. This PR pulls in the remainder of the job management services needed to get Go SDK jobs working very basically. Test coverage is dropped a bit however, since much of this is just easier to ensure work during normal execution. It'll be resolved as the runner is expanded to support non-Go SDKs.
