### What needs to happen? Currently Java dependencies is managed by BeamModulePlugin.groovy in buildSrc. Whenever there is a change on buildSrc then _all_ precommit tasks are triggered and the surge of GitHub API call reaches its limit. Then in the following hour new commit of pull request won't trigger jenkins job; existing job stuck at reporting status; etc which disrupts the development workflow.
