kerrydc opened a new pull request, #26553:

   This allows users to call ModelHandlers with the 'env_vars={'FOO':'bar'}' 
kwarg to set environment variables on the worker before the model is loaded. 
Almost all ML frameworks have settings that require env variables to be set on 
the worker, such as TF_FORCE_GPU_ALLOW_GROWTH for tensorflow or USE_CUDA for 
pytorch.
