Right now, we always load our models into each worker process. This may not
be ideal (e.g. if the model is very large), so this introduces the ability to
share a single model across all worker processes in a vm or container.
Right now, no model handlers utilize this capability, but this will be
exposed in our first party model handlers in a future PR(s).
