jrmccluskey opened a new pull request, #27091:

   Adds a RunInference Model Handler implementation that queries Vertex AI 
endpoints for remote inference. Implements client-side throttling as well to 
respond to being rate-limited by the service. Replaces #26056 which had gotten 
stale and was based on a much older commit than HEAD is at now.
   
   DO NOT MERGE while still in progress.
