The [apache GitHub org](https://github.com/orgs/apache/people) consists of near 1000 "public" members. From my understanding, we only want to allow Beam committers (and not people related to other Apache projects). Forcing everyone to make the connection public, also adds some level of complexity. It should be documented somewhere, everyone should be aware of it. Ideally, an automatic check should be performed (e.g. during the http://gitbox.apache.org/setup procedure ). By the way, that level of complexity existed before [1].
