This PR addresses #27088 by submitting Infrastructure-as-Code that
provisions a Redis cluster on Kubernetes. The purpose of this PR is to
provision an architecture requirement of the API Overuse Study (see linked
issue for more details). Redis is the chosen backend for storing application
state such as the API quota to simplify a stateless Kubernetes deployment
workload. It's README includes instructions on expected usage.
