BTW the reason I am suggesting the split: this code clearly needs review &
revision to match the expectations of the Beam repo. That will be much easier
to do in pieces.
- We can merge the overall framework with TODOs in place / P1s filed to fix
the disabled checks
- Then we could do thorough reviews one at a time of the test modules and
get them fixed up before merge
