The .pylintrc file has a number of deprecated checks disabled at present.
This does not reduce the performance of pylint; however, it does produce
consistent warnings during linting that are not relevant. This removes all of
them except for `bad-builtin` as that operates in conjunction with
`bad-functions`. These need to be re-enabled with an extra plug-in to enforce
function naming automatically.
