Review Comment:
   I think breaking them out improves readability as it shrinks the class size 
and helps us individually test the different component's interfaces.  
Internally we have recommendations. go/java-practices/class-structure#length
   
   They are all referenced by StreamingDataflowWorker so they have to be public 
unless we move StreamingDataflowWorker into this package.
   
   We could move most of the logic into this package, and just expose main in 
the current StreamingDataflowWorker.java (probably in a different cl since that 
file is quite large in surface area)
