Part of #28426 The following Jenkins PreCommit jobs has been shutdown. This include - remaining precommit job not report test results on Jenkins (except Java_PVR_Flink_Batch which is permared on action, pending fix) - IO precommits defined in https://github.com/apache/beam/blob/161cd6b1c8de9a2a68b6aaf81cc5e13f827b6f50/.test-infra/jenkins/job_PreCommit_Java_IOs.groovy#L74 except google-ads which is newly added and does not exist GitHub Action yet.
