Define PerStepNamespaceMetrics proto that will be used to send metric
updates on the GetData heartbeat requests.
We will use this proto to send the new BigQuery metrics to WMWs.
These metric updates will be part of the GlobalDataRequest since they are
not tied to a particular work item. We will add some additional logic in the
Dispatcher to route these requests appropriately.
Additionally, add a worker_id field to GetDataRequest so we can store
metrics on a per user worker basis on WMW.
