Mitigate #28957 (happened again)
We are experiencing stuck Java PreCommit caused by
:runner:google-cloud-dataflow-java:worker:test. Some recent streaming worker
changes may have caused this (). Although Gradle tasks can set a task level
timeout, it does not help to identify which exact test stuck. To do it, need to
set a timeout rule for each test class.
This PR adds this rule to all test class has ever been changed since Beam
2.50.0.
