I think that resource may have been deleted, but we could probably link to https://github.com/apache/beam/blob/d50cc15c483adb457e448474c0a5401a01e3dcfc/sdks/python/apache_beam/transforms/enrichment_handlers/bigtable.py#L41 as an example of how to build a handler. The other changes look reasonable to me at a high level, it is probably easier to just go ahead and open a PR when you have a chance though, that will make it a bit easier to see the difference and review it.
