`ARTIFACTS_DIR` should accept the gs bucket. This is what we do with the Dataproc Flink cluster:https://github.com/apache/beam/blob/bef5238b76b6fe6c3c55be0926148f6b8dc5eb95/.test-infra/dataproc/flink_cluster.sh#L25.
