[PR] Fix Spanner NPE when withHost called with null or empty host [beam]

   After upgrading the spanner library, users can run into a NPE because we 
were not correctly guarding against null or empty spanner hosts. Previously, 
the spanner client swallowed this error, but it now throws.
   
   Users can currently fix this by not calling `withHost` when constructing 
`SpannerConfig` if their host is null or empty.
