   This reverts commit 3b09453db15a5959c4109a05e364a8a3fd4b4734.
   
   There appears to be some inconcistency wherein the URN is registered more 
than once in some downstream jobs. These jobs are building against SNAPSHOT and 
using flex templates, so we might debug whether it is an inconsistency caused 
by our daily snapshots failing for a number of days before merging. It seems 
that it could only be caused by inconsistent jars on the classpath.
