I opened a related issue (feature req.) last year: https://github.com/apache/beam/issues/31126 (unfortunately I didn't mange to work on it since then). Although you say that it **did** work in 2.65 - which sounds odd. AFAIK, the BQ job is created on the same project where the BQ dataset is - so the `jobUser` +`readSessionUser` should be given in that project for the service account from the other one.
