   ## Summary of Changes

   Hello @arunpandianp, I'm Gemini Code Assist[^1]! I'm currently reviewing
this pull request and will post my feedback shortly. In the meantime, here's a
summary to help you and other reviewers quickly get up to speed!

This pull request introduces a performance improvement in the Dataflow
Streaming runner by optimizing the `CachingStateTable` implementation. The
change involves replacing the `HashBasedTable` with a more efficient `HashMap`
for storing state, as the complex features of `HashBasedTable` were not
necessary for its current use case. This refactoring reduces the overhead
associated with state lookups, leading to better overall performance.

   ### Highlights

   * **Performance Optimization**: The internal storage mechanism within
`CachingStateTable` has been refactored to use a `HashMap` instead of
`HashBasedTable`. This change is aimed at reducing lookup overhead from 2 to 1,
as the additional functionality provided by `HashBasedTable` was not being
utilized.
   * **Refactored CachingStateTable**: The `CachingStateTable` class no longer
extends `StateTable`. Instead, it now directly manages its state using a
`HashMap` and includes new methods (`get`, `clear`, `values`) for interacting
with this internal map. The `binderForNamespace` method's visibility has been
changed to private.
   * **Type Consistency**: References to `StateTable` have been updated to
`CachingStateTable` across several related classes (`IdTracker`,
`WindmillOrderedList`, `WindmillStateInternals`) to reflect the changes in
`CachingStateTable`'s structure and inheritance.
