I've been digging into the history of these failures and saw your work in #37363. I realize now that these tests were re-enabled and then skipped because they exposed an underlying issue in the V2 Runner's batch mode regarding stateful batching. I've reverted my 'skip' logic. I want to try and find the actual cause of the AssertionError in the V2 Runner translation. Since these involve UsesStatefulParDo, I suspect the issue lies in how the V2 Runner handles state when combined with GroupIntoBatches in batch mode. I'll be looking into the V2-specific translation logic now.
