Thanks for assigning the issue. I'd be interested in working on this. Before starting implementation, could you clarify: 1. Should these metrics be runner-agnostic, or initially implemented for the Dataflow runner? 2. Is there an existing metrics abstraction in the IT framework we should extend? 3. For steady-state intervals, is there a preferred strategy (e.g., fixed time window, manual marking, auto-detection)?
