   * **Project Scope Defined**: The `pyrefly.toml` file specifies 
`project-includes = ["apache_beam"]` and sets the `python-version` to `3.10.0`, 
along with `ignore-missing-imports = ["*"]` and `untyped-def-behavior = 
"skip-and-infer-return-any"`.
