Review Comment:
   so  should I run with SSH access on a stuck self-hosted runner and collect 
pystack traces there, or  add temporary CI instrumentation (faulthandler + 
periodic pystack dumps as artifacts) so the next stuck run captures stack 
traces automatically? @tvalentyn
