Manual run (on a change actually did nothing: https://github.com/apache/beam/actions/runs/24024864844) passed. Also realize the failing Java PreCommit test is also running on Flink runner. Given it doesn't affect other runners, I now suspect it's some pre-existing racing condition in Flink 2.0 runner and got triggered due to recent change (possibly this PR) -- This is an automated message from the Apache Git Service.
