### What needs to happen? Since https://lists.apache.org/thread/j2njqyb68zlq7fb59zzkdtv86dnk1j5w , Spark runner now supports Java 11, however, Samza runner still remained on Samza 1.6.0 As part of #31678, Current Samza runner will stop working after Beam removing Java 8 support, see #32208 for context.
