[PR] [Iceberg CDC] Import BaseIncrementalChangelogScan [beam]

   Adds `BaseIncrementalChangelogScan` from the upstream Iceberg work in 
apache/iceberg#14264 so Beam’s Iceberg CDC source can build on the same 
changelog planning behavior before it is available through the released Iceberg 
dependency.
   
   Follow-up changes wire this into Beam’s CDC source utilities and public read 
transforms.
