I was curious what this precommit tested. It seems to just test the Dataflow
runner harness and not the Java SDK.
We don't need to test this with multiple Java versions since it is not the
user's Java version. We can just choose the version we want to build it with.
Then when I look more closely... JavaPortabilityApi precommit triggers at
the same time and runs all tests that are already part of the main Java
precommit. So maybe we can just delete it?
