Fix #39841 Tested with a Kafka schematransform producer pipeline + consumer pipeline on Dataflow, confirm that records now written to different partitions Before: <img width="1314" height="262" alt="image" src="https://github.com/user-attachments/assets/2bfeca39-1615-4270-bf1e-d464ec0a00a2"; /> Only partition 20 has data. Other partitions always have offset at 0. After: <img width="1260" height="195" alt="image" src="https://github.com/user-attachments/assets/56c74fa6-14cb-4035-b67d-66f068c14710"; /> data are evenly distributed.
