Heads up on the current `beam_PreCommit_Go` failure here: it's caused by the missing `cloud-spanner-emulator` gcloud component on the CI runner. I've split that CI workflow change out into #39850, since `beam_PreCommit_Go.yml` is triggered via `pull_request_target`, which always runs the workflow file from `master` rather than this PR's branch - so the fix has to land on `master` on its own before this PR's checks can pick it up.
