It's transient dependency shouldn't need to be added here. In fact it's a
dependency of Java core:
https://github.com/apache/beam/blob/13875fc6bd3d5ad534c89d33f2395176fbc485fc/sdks/java/core/build.gradle#L115
In general new codes should not need `permitUnusedDeclared ...`
