[PR] [Go SDK] Document the standard logical types and the registration API [beam]

   Part of #39684. Depends on #40157 (the first six commits); review the last 
commit.
   
   Updates the logical types section of the programming guide for the Go SDK:
   - 6.4.1 mentions `schema.RegisterLogicalTypeConversion` for logical types 
shared with other SDKs, next to the existing `beam.SchemaProvider` example.
   - 6.4.2 lists the Go types of the standard logical types (`schema.Date`, 
`schema.MillisInstant`, `schema.MicrosInstant`, `schema.TimestampMillis`, 
`schema.TimestampMicros`, `schema.TimestampNanos`, `schema.Decimal`, and 
`string`/`[]byte` for the fixed and variable length types) and notes that 
`time.Time` keeps its Go specific encoding.
