[PR] [Go SDK] PostgreSQLIO core configuration, write sinks, and auth providers [beam]

   This PR only adds write sink support  for PostgreSQL support with the 
ability to authenticate using SCRAM. Opening a PR to check the github actions 
on it.
   
   - Core postgresio package in sdks/go/pkg/beam/io/postgresio
   - High-performance Write transform with staged COPY ... FROM STDIN into 
session temporary tables
   - Parameterized UNNEST upsert writer with in-memory deadlock prevention 
sorting
   - Buffer compaction and batch flushing thresholds (Compactor)
   - Staging table process/bundle isolation with collision-free naming
   - SCRAM-SHA-256 channel binding negotiation and TLS verification
   - Auth providers for password, environment variables, and Cloud IAM tokens
