`beam.Create(['a']) | beam.LogElements(with_timestamp=True)` fails with
`OverflowError: date value out of range`, because MIN_TIMESTAMP (and the global
window bounds for `with_window=True`) can't be formatted as RFC 3339. Same
crash as #27036.
`format_timestamp` now falls back to `str(timestamp)` for those values.
Added a test; `util_test.py` passes.
