[PR] [Go SDK] Use deterministic protobuf marshaling in protox helpers [beam]

   Some methods (`protox.MustEncode`, `protox.EncodeBase64`, 
`protox.PackProto`, and `protox.PackBytes`) are used by `graphx` to serialize 
inner protobuf payloads (such as `ParDoPayload` and `ReshufflePayload`, which 
contain map fields) into `FunctionSpec.payload` bytes during pipeline 
translation. Using `proto.Marshal` (`Deterministic: false`) randomizes map 
entry ordering inside those opaque `bytes` fields across runs, resulting in 
non-deterministic pipeline proto representations for identical pipelines that 
use reshuffles, multiple side inputs, state specs, or timers.
   Switch the `protox` marshaling helpers to 
`proto.MarshalOptions{Deterministic: true}.Marshal(...)` and add a unit test 
(`TestDeterministicEncoding`) verifying deterministic output across repeated 
calls.
