Removes functionality for triggering or rerunning GitHub Actions CI workflows via PR/issue comments: - Removes `.github/actions/rerun-job-action/action.yml`. - Simplifies `.github/actions/setup-action/action.yml` to remove `comment_phrase`/`github_token`/`github_job` inputs, comment phrase checking, PR comment SHA checkout, and `rerun-job-action` invocation. - Removes `issue_comment` triggers, `github.event.comment.body` job conditions, `job_phrase` matrix entries, `setup-action` comment inputs, and `issue_comment`/`prsha` references across all CI workflows (leaving bot workflows `pr-bot-pr-updates.yml` and `self-assign.yml` unchanged). - Updates `.github/workflows/README.md`, `.github/PULL_REQUEST_TEMPLATE.md`, and `CI.md` to document trigger files instead of comment trigger phrases. -- This is an automated message from the Apache Git Service.
