   GitHub now refuses to register self-hosted runners below 2.329.0, and 
runners have to stay within 30 days of the latest release. The defaults under 
`.github/gh-actions-self-hosted-runners` were behind that.
   
   This bumps `RUNNER_VERSION` in `self-hosted-linux/docker/Dockerfile` from 
2.296.2 to 2.337.0.
   
   For the ARC `runner_image` defaults in `arc/variables.tf`, there doesn't 
seem to be a summerwind `v2.337.0-ubuntu-24.04` tag, so I switched the default 
to 
`ghcr.io/actions-runner-controller/actions-runner-controller/actions-runner:ubuntu-24.04`.
 That's the image `arc/images/Dockerfile` already builds `beam-arc-runner` 
from, and since it's a floating tag the default shouldn't fall behind again. 
`beam.env` still overrides `runner_image` with `beam-arc-runner:latest`, so the 
Beam deployment itself doesn't change.
