Concurrent normal and ARM Go workflows can choose the same Dataflow job name because the suffix has only 1,000 possible values. The paired runs [here](https://github.com/apache/beam/actions/runs/39502084164) and [here](https://github.com/apache/beam/actions/runs/39502001766) created and then rejected the same active job names with HTTP 409. Keep a readable test-name prefix and add UUID-derived randomness. Normalize the prefix and keep the complete name within 40 characters, preserving the random suffix when test names are long. Validated name formatting and distinct identifiers with focused Go tests and vet. A local check of the actual integration helper also generated beyond the old namespace without a collision.
