### What needs to happen? `Redistribute.byKey()` expands to a GroupByKey with `ReshuffleTrigger`, and `Redistribute.arbitrarily()` builds on it. The Spark 4 Structured Streaming runner rejects that GroupByKey at translation as a custom trigger. `Reshuffle` does not hit this, because `PipelineTranslatorCommon` maps it directly to `ReshuffleTranslatorBatch`. Mapping `Redistribute.RedistributeByKey` the same way would likely cover both. This keeps 7 `RedistributeTest` cases out of the streaming suite `validatesStructuredStreamingRunnerStreaming`. They are excluded by name there and cite this issue. Removing those exclusions is the acceptance check. `testRedistributeAfterSessionsAndGroupByKey` also needs merging windows and stays excluded for that reason.
