In JDK 22+ (and backported to JDK 21.0.8+ via JDK-8319713), ParallelGC
removed
PSAdaptiveSizePolicy::should_full_GC, delaying Full GCs until Old Gen is
exhausted and increasing memory pressure on memory-constrained workers.
It is sometime preferable to use a different JVM GC policy, e.g. the default
UseG1GC
for high-memory-pressure workload.
While the Dataflow Java nonportable worker container supports overriding the
JVM garbage
collector via `--experiments=java_gc=<GC>`, the portable Java SDK harness
container (`sdks/java/container/boot.go`) hardcoded `-XX:+UseParallelGC`.
