I think the consensus was that we won't actually need to move avro to it's own Beam module. Instead we'll just test Beam core with multiple version of Avro. So we may be better off abandoning this PR. Piotr started [this thread](https://lists.apache.org/thread.html/r2739eb540ea2b8d8c50db71850361b8b1347df66e4357001b334987b%40%3Cdev.beam.apache.org%3E) about his efforts to add 1.9 tests and @iemejia reported a few hangups they ran into.
