The way schema registrations were added played poorly with initialization
ordering in some cases. Change initialization to a strict registration ordering
(same as before) that happens on beam.Init or first use of schema ToType or
FromType. This allows the beam package "EnableSchemas" variable to actually
function in all cases.
Disable registering schemas in RegisterDoFn for the time being as well until
a few more issues with Schemas are sorted out.
Internal testing has encountered issues around pointer types, recursive
types, and time, that need handling, but will arrive in later PRs.
