Something similar happened in #14716 but the config works well after merge https://ci-beam.apache.org/job/beam_PostCommit_Py_ValCont/7765/, looks like both jobs https://ci-beam.apache.org/job/beam_PostCommit_Py_VR_Dataflow_PR/270/console and https://ci-beam.apache.org/job/beam_PostCommit_Py_VR_Dataflow_V2_PR/21/console have a successfully build, but an error in publishing the JUnit result report.
