@aaltay I think the explanation belongs here because this section is used as the [official example code](https://cloud.google.com/dataflow/docs/guides/setting-pipeline-options#python_3) for setting pipeline options programmatically. You are right that pipeline_options.py should probably have an explanation as well. Since the underlying bug has been assigned to Andy Ye, I will go ahead and close this PR.
