There were a couple unexpected consequences of turning this on for a new
repo that I hadn't run into in testing because I'd always been working on an
existing repo without pr history:
1) The pull of our dedicated state branch fails the first time because the
branch isn't guaranteed to exist yet. This should have been best effort.
2) Existing in progress PRs are viewed as new and treated as such because
the PR bot doesn't know about their state.
This fixes both issues.
