   Enables users to return ProcessContinuation interfaces from SDFs, allowing 
the writing of native streaming DoFns. A small logical change in funcx/fn.go 
adds stronger enforcement of ordering for ProcessContinuations. Also adds unit 
test cases that depend on being able to return those continuations for 
validation and could not be added prior.
