Thanks @neilconway for looking into this so quickly and validating the severity of the issue! I completely agree with you and @alamb that splitting the coercion rules (having one set for UNION/CASE and another strict set for comparisons) is the right architectural fix. I see you've already opened PR #20426 to implement this approach. That's awesome.
