The first PR added GitHub workflows that cannot run. They could not be
tested until after the PR was merged. Subsequent PRs could not be merged until
the checks passed and the checks could not start.
INFRA came to the rescue and turned off branch protection manually, but
we'll need to enable it again at some point and fix the broken `.asf.yaml`.
Current failures I see via email:
